If it's not full, it means the tank has a crack.
Depending on the age of the system, it may need to have a filter in the outlet.
A test is then performed to make sure the leach field is not backing up, and is in good working order.
A clear "sludge meter" is dipped inside, showing the thickness of solids and sludge.
If the system passes all these tests, then the tank can be pumped.
